1991. In a case of serial murders in a provincial town, which had been investigated for 10 long years and was officially closed, a new circumstance suddenly appears - a surviving victim. Investigator for especially important cases Issa Davydov, who received a promotion for closing the case, is forced to urgently sort out the situation and justify himself to his superiors, under whose pressure he turned a blind eye to inconsistencies and insufficient evidence.
