When a bus blows up in Brooklyn and bloody terror unfolds on the streets of New York, Hub - Hubbart, the head of the FBI's Joint Anti-Terrorism Unit, is tasked with apprehending and indicting the terrorists. Eliza Kraft is a covert CIA operative. She has valuable sources of information among Arab Americans and is closely connected with them. Hub and Eliza work together, teaming up to fight a terrorist group together. But this turns out to be not enough. Public demands to ensure the safety of citizens force the US President to declare a state of emergency and seek help from the army.
