31 years after World War III and the nuclear bombing of the Japanese capital, a new city has been rebuilt - New Tokyo. Outwardly, everything is under control, but the country now resembles a pro-fascist state, brutally suppressing attempts at rebellion. Research centers conduct parapsychological experiments on people to develop the perfect type of weapon. The military, represented by Colonel Shikishima, the head of the biological warfare experiments project, comes into conflict with the government. And a religious cult of a superman named Akira arises in the country, whose arrival, supposedly, will be able to solve all of Japan's problems.
