The death penalty has been abolished throughout the world. The prisons are overcrowded. More and more funds are required to maintain prisoners sentenced to life imprisonment. International organizations decide to conduct an experiment. Russia provides an uninhabited island in the north, where a small settlement is being established. The first experimental batch of prisoners from Russia is being transported there. They are offered to start a new life, to create their own society. However, the settlers begin to live by the law “The last one is dead.”
