Becoming a police officer is the dream of many boys. Becoming an officer is the dream of many police academy cadets. And being a Homeland Security officer means only one thing: being a failure. Earl Montgomery ended up there for systematic violation of discipline - he was considered unworthy to bear the title of policeman. Shortly before this, he framed Hank Rafferty. Ironically, they become partners, and the relationship between them is more like combat. With their trips on duty, they manage to “get” the whole city.
