In response to student misbehavior, the school administration decides to create a law enforcement organization called the "Brotherhood of Justice." Derek and his friends volunteer to lead the "Brotherhood." But the methods they choose to fight back are downright criminal: they throw firecrackers at someone, vandalize another's car, and even stab another. They even plant a bomb in the car of Victor, who is courting Derek's girlfriend. Only the police can stop this chaos.
