Narcotics detectives Mike Lowry and Marcus Burnett are assigned to investigate a scheme to bring a new drug into Miami. This investigation leads them to an elaborate plot hatched by a local drug lord to bring the entire drug trade in the city under control. By pure chance, other players in the illegal market find out about these ambitious plans, as a result of which a real war breaks out. Despite this, Mike and Marcus manage to successfully cope with the onslaught of the drug mafia and put the dealers behind bars. But things start to get out of control when Mike becomes seriously involved with Marcus' sister, Sydney. The triumph of the law hangs in the balance - because instead of carrying out special tasks, detectives begin to sort things out among themselves...
