31 years after the Third World War and the nuclear bombing of the capital of Japan, a new city was recreated - New Tokyo. Outwardly, everything is under control, but the country now resembles a pro-fascist state, brutally suppressing attempts at rebellion. In research centers, parapsychological experiments are carried out on people to develop the perfect type of weapon. The military, represented by Colonel Shikishima, the head of the biological military experiments project, comes into conflict with the government.
